Procedure Manual
Association Representation:
1. At the Annual meeting a Shamrock League/OMHA rep will be elected to represent all “A” and “AE”: team.
2. At the Annual meeting a Lambton/Middlesex rep will be elected to represent all OMHA local league teams.
3. At the Annual meeting a WOGL/OWHA representative will be elected to represent all OWHA teams.
Banners:
1. Minor Hockey Mothers will purchase Banners to be hung in the arena for all teams winning Silver Stick tournaments and OMHA/OWHA Championships
Training Clinics:
1. N.M.D.M.H.A. will reimburse people who attend approved clinics on behalf of the Association.
Coach/Manager Responsibility:
1. The coach/manager shall be responsible for the collection of all N.M.D.M.H.A. equipment at season's end and for the return of it to proper lockers. Further, sweaters must be cleaned at yearend.
Coaching Resources:
1. The Coaches Committee shall purchase and make available to all coaches a copy of the Nike Hockey Development Program for the level they coach. The manuals are to be loaned with the understanding that they will be returned at the end of the current hockey season.
2. The Coaches Committee shall purchase and make available to any coach requesting it a copy of the Mitron Hockey Development Program.
Code of Conduct:
1. This Code of Conduct identifies the standard of behaviour that is expected of all N.M.D.M.H.A. Members and participants, which for the purpose of this policy shall include all players, parents, coaches, officials, volunteers, directors, officers, committee members, conveners, team managers, trainers, and employees involved in N.M.D.M.H.A. activities and events.
2. N.M.D.M.H.A. is committed to providing an environment in which all individuals are treated with respect. Members and participants of shall N.M.D.M.H.A. conduct themselves at all times in a manner consistent with the values of O.M.H.A/O.W.H.A., which include fairness, integrity and mutual respect.
3. During the course of all N.M.D.M.H.A. activities and events, members shall avoid behavior that brings N.M.D.M.H.A. or the sport of hockey into disrepute, including but not limited to abusive use of alcohol, use of non-medical drugs and use of alcohol by minors.
4. N.M.D.M.H.A. members and participants shall at all times adhere to O.M.H.A./O.W.H.A.’s operational policies and procedures, to rules and regulations governing N.M.D.M.H.A. events and activities, and to rules and regulations governing any competitions in which the member participates on behalf of N.M.D.M.H.A.
5. Members of N.M.D.M.H.A. shall refrain from comments or behaviors that are disrespectful, offensive, abusive, racist or sexist. In particular behavior that constitutes harassment or abuse will not be tolerated, and will be dealt with under O.M.H.A./.O.W.H.A.’s Harassment Policy.
Compensation:
1. The Board shall annually set the rate of compensation for referees, score/time keepers and gate attendants.
Conduct/Discipline:
1. Coaches are to enforce the "No Smoking" policy in dressing rooms.
- No player or hockey official will be allowed to participate in an N.M.D.M.H.A. program if she/he has indulged in alcoholic beverages of illegal drug use immediately prior to the event. All infractions of this rule should be reported immediately to N.M.D.M.H.A. Executive.
3. Swearing and profane language will not be tolerated during hockey N.M.D.M.H.A. events. The cooperation of all adults in this respect is requested and shall be made known by the Board of Directors.
4. Playing hockey and defacing property in the arena hallways and dressing rooms is prohibited.
5. The behavior and conduct of all participants in the Association is the responsibility of every member of the N.M.D.M.H.A. and any infraction shall be reported to the executive of N.M.D.M.H.A. However, the coach and manager of any team are responsible for players during any game or practice.
6. Anyone found in possession of N.M.D.M.H.A. equipment, which has not been issued to them by a coach or equipment manager shall come before the Executive of the Association.
7. No unauthorized persons shall be in an N.M.D.M.H.A. team dressing room.
8. The team coach and/or manager shall ensure that two responsible adults, who have received the Abuse & Harassment training and have passed a Police Record Check, remain in the dressing room with the team at all times to control discipline.
Equipment:
1. The Equipment Manager is the only person authorized to order equipment, up to a value of $2000.00, without specific direction from the Board.
2. The Equipment Manager may dispose of any old and currently unused equipment at their discretion.
- All equipment shall remain in their respective lockers unless a game is being played. It is the responsibility of all coaches to take sweaters and equipment from lockers, distribute them to players, collect them after the game, and to return them to their lockers.
a) Goalie equipment may be assigned to players by the coach and will be collected at yearend as authorized by the Equipment Manager.
b) N.M.D.M.H.A. owned goalie equipment should not be loaned to players beyond the Pee Wee level.
4. No equipment will be lent outside of the N.M.D.M.H.A. without the consent of the Equipment Committee, and only then with a deposit of no less than $25.00.
a) Members may borrow goalie equipment for use while attending Goalie Clinics
Financial Signing Authority:
1. The President, Secretary and the Treasurer shall be the signing authorities for the Association. Any two of these signatures must be affixed to legal and financial documents of N.M.D.M.H.A.
Game Admission:
1. The Board shall, annually, review and establish gate rates.
2. The Board shall, annually, review and establish rates for Season's Passes (for regular season games only).
Gatekeeper:
1. A gatekeeper will be hired for each hockey season to be stationed at the entrance to the arena for every N.M.D.M.H.A. home game.
Home Game Gate Passes:
1. Free gate passes will be provided to members of the Board and up to five members of the coaching staff for each N.M.D.M.H.A. team.
2. It is the responsibility of Board Members to make their presence known to the gatekeeper in the event that assistance (i.e. conflict resolution) is needed at the gate.
3. The Executive may issue a complimentary season pass to anyone.
Insurance Claims:
1. Injury Report Forms must be completed and submitted to the appropriate Association as soon as possible after the injury incident occurs.
2. In compliance with O.M.H.A. policy, claim forms must be complete and submitted with receipt within 90 days of the injury.
Investment:
1. Any money held or invested by the Board must be in a CIDC insured account.
Lottery & Fundraising:
1. Any lotteries held to benefit any N.M.D.M.H.A. players must have the approval of the N.M.D.M.H.A. All moneys derived from these lotteries shall be turned over to the N.M.D.M.H.A. treasurer to be spent as the Executive Board sees fit. Any violation of this policy will result in the coaches and managers of teams involved in the lottery being brought before the Executive Board of N.M.D.M.H.A.
2. Teams are permitted to participate in N.M.D.M.H.A. sanctioned fundraising activities provided they take responsibility for collection of funds and distribution of merchandise.
Manual of Operations:
1. The Communications Chairperson shall develop, maintain and circulate to members a Manual of Operations Booklet.
O.M.H.A. Equipment Regulations:
1. All players must follow O.M.H.A. equipment regulations and shall have their helmets done up properly and wear neck guards during practice, pre-game warm-ups and games. The penalty for not complying with this policy shall be as follows:
1st infraction shall result in a warning being given,
2nd infraction shall result in a 2 game suspension, and
3rd infraction shall result in a 5 game suspension.
Any N.M.D.M.H.A. Executive Member can enforce this policy.
Player Release:
1. All requests for releases will be honored by N.M.D.M.H.A. However, any player released to another center may only return to N.M.D.M.H.A. if the registration numbers show that no hardship will occur to already registered players.
a) An exception to this policy will be the release players to AAA teams.
2. Players can only be released if they have been registered with N.M.D.M.H.A.
3. All movement of players will comply with O.M.H.A. Rules and N.M.D.M.H.A. Board Policy.
Police Record Check:
1. All members of N.M.D.M.H.A. who apply to or are elected to a position of trust in the association (including the Executive Board, all coaching staff, etc.) shall submitted to and be cleared by a Police Record Check before assuming the position.
2. N.M.D.M.H.A. shall accept a completed Police Record Check from an individual providing it is four months or more recent.
3. N.M.D.M.H.A. shall reimburse members for Police Record Checks submitted to the Professional Designate if the member is found to have a clear record.
4. Once accepted in a position of trust (following the initial Police Record Check) with the N.M.D.M.H.A. as a coach, member of the coaching staff, or member of the Board of Executive, individuals shall be required to complete a Police Record Check every two years.
5. Once accepted to a position of trust, the member is obliged to inform the N.M.D.M.H.A. Executive if she/he is charged, tried or convicted of any offense under the Criminal Code or under other provincial or federal statutes, providing the offense is relevant to the position of trust held by the individual.
6. The Coaches Application Form as well as any advertisements for coaching positions shall indicate that clearance by a Police Record Check is a requirement.
Reclassification:
1. Any request for a team reclassification must be presented in writing to the Board by the team coach.
Registration:
1. The Board of Directors shall annually determine registration rates and dates.
2. All players must have paid or made arrangements for the payment of registration fees, cash calendars, fund-raising cheques and Elimination Draw & Dance with the Treasurer, or Registrar or an executive member of the board by November 15th or the player will be considered not registered under N.M.D.M.H.A. for the current full season.
3. Players must pay registration fees for each team they plan to tryout for.
Registration Assistance:
1. The Registrar and Treasurer shall jointly consider and process, in confidence, applications for registration assistance.
2. The Treasurer and Registrar be responsible for dealing with requests for registration assistance and shall leave an appeal for parents to make application to come to the board.
3. A family or player applying for assistance may be granted full or partial assistance, be denied assistance, or be referred to a third party for assistance.
4. A family or individual not satisfied with the determination and/or award of the Registrar and Treasurer may appeal in writing, stating the reasons for the appeal, to the Executive Board.
5. Upon receiving an application for appeal, the Executive Board may uphold or alter the decision of the Registrar and Treasurer.
Registration Refunds:
1. All requests for refunds must be in writing to the treasurer.

a. Before September 15, penalty of 15% of registration fee
b. Before October 15, penalty of 35% of registration fee
c. Before November 15, penalty of 60% of registration fee
